Course Description

This course focuses on a strategic approach to researching and evaluating human services delivered to clients. Students will examine quantitative and qualitative research, ethical considerations, and approaches to evaluate the quality and efficacy of direct services.

Learning Outcomes and Objectives

  1. Students will assess theory, learning, and practice of human services delivery systems by:
    1. Applying critical thinking to engage in analysis of quantitative and qualitative research methods and research findings in human services delivery.
    2. Identifying, evaluating, and applying research evidence to inform and improve practice, policy, and service delivery.
    3. Implementing research and theories of human behavior and the social environment, person-in-environment, and other multidisciplinary frameworks to engage clients and constituencies in human services delivery practices.
  2. Students will review program model(s) and intervention strategies of human services delivery systems by:
    1. Examining the human services model and policy practices.
    2. Assessing how social welfare and economic policies affect human services delivery systems.
    3. Engaging in human services delivery practices that advance social, economic, and environmental justice.
    4. Identifying and implementing multicultural dimensions of case management when working with diverse populations and at-risk populations.
  3. Students will explore ethical and legal dilemmas of human services delivery systems by:
    1. Analyzing relevant laws and regulations, models for ethical decision-making, ethical conduct of research, and additional codes of ethics relevant to human services delivery.
    2. Using technology ethically and appropriately to facilitate practice outcomes.
    3. Applying theory and current research to real-world scenarios and case studies.
    4. Designing ethical plans to research and evaluate interventions for clients.
  4. Students will practice human service delivery through assessing the structure and functioning of a local or state human services agency by:
    1. Describing the differences between public, private-not-for-profit, and private-for-profit delivery systems, including organization, administration, and funding.
    2. Evaluating the following delivery systems in Florida: public welfare, health care, mental health care, and child welfare services.
    3. Identifying discrimination, gender bias, and/or other means of oppression within agencies and communities.
    4. Analyzing how human service delivery values and ethics should guide the practitioner.
    5. Examining case management as a service delivery model in the context of a fragmented service delivery system.

Criteria Performance Standard

Upon successful completion of the course, the student will, with a minimum of 70% accuracy, demonstrate mastery of each of the course objectives through classroom measures developed by the individual course instructors.
