Course Description
This course will provide the student the opportunity to analyze many man-made and natural disasters. The focal point is to infuse each disaster with the role of today’s Emergency Manager. This course will examine the response of an Emergency Manager to a disaster and the subsequent impact on other agencies. In addition, students will be introduced to methodologies dealing with disasters and the integration of other emergency responders, such as fire departments, police departments and emergency medical services.
Learning Outcomes and Objectives
- The student will demonstrate an understanding of the complexity of disaster situations by:
- discussing the constitution of man-made and natural disaster situations.
- comprehending the reaction of citizens to a disaster situation.
- describing the importance of communication during a disaster situation.
- identifying environmental issues of potentially disastrous situations.
- identifying locations where man-made and natural disasters are more likely to occur.
- The student will demonstrate an understanding of the systematic response to a disaster situation by:
- discussing the issues involved in an effective response to a disaster.
- identifying the complexity of each disaster and the corresponding response necessary to protect the community.
- describing the essential components of the Incident Command System.
- discussing the role of the Incident Commander.
- The student will demonstrate an understanding of the role of the Emergency Manager during a disaster by:
- describing the role and origin of the Emergency Manager.
- discussing the responsibilities of an Emergency Manager during an incident.
- identifying the systematic approach utilized by the Emergency Manager to activate mutual aid.
- discussing notification policy and procedures for public safety agencies utilized by an Emergency Manager during a disaster.
- describing the valuable role of the media during an incident.
- evaluating the performance criteria of an effective Emergency Manager.
- The student will demonstrate an understanding of the responsibilities of a public safety agency during a disaster by:
- identifying the organizations involved in a potentially dangerous situation.
- conducting a needs assessment of public safety agencies to prepare a disaster relief plan.
- identifying the protocols of effective response to a situation.
- describing the role and responsibility of public safety agencies in responding to a situation.
Criteria Performance Standard
Upon successful completion of the course, the student will, with a minimum of 70% accuracy, demonstrate mastery of each of the above stated objectives through classroom measures developed by individual course instructors.
