Course Description
This course is an introduction to Healthcare Quality and Performance Improvement. It provides healthcare students the knowledge and skills that form the foundational platform of dependable, high-quality job performance required by members of healthcare teams in various healthcare settings. The three basics of quality management: measurement,
assessment, and improvement are reiterated throughout the course. Other major topics include: utilization management, risk management, case management, and reliability science.
Learning Outcomes and Objectives
- The student will explain the concepts of healthcare quality management by:
- describing the history of quality management in industry and its influence on healthcare.
- identifying factors that influence consumers’ perceptions of quality products and services.
- articulating the relationship between cost and quality.
- identifying quality characteristics important to healthcare consumers, purchasers, and providers; the stakeholders.
- generalizing the framework of the National Quality Strategy – Institute for Healthcare Improvement (IHI) Triple Aim.
- reporting information on various aspects of the National Quality Strategy program.
- The student will evaluate the basic quality management principle of measurement by:
- applying structure, process, and outcome measures to evaluate quality.
- differentiating between the four categories of measures.
- comparing the differences between measures of healthcare services and measures of clinical decision-making.
- identifying national groups influencing healthcare performance measurement priorities.
- examining the Health Information Technology for Economic and Clinical Health (HITECH) Act, Medicare Access and CHIP Reauthorization Act (MACRA) legislation, and Healthcare Effectiveness Data and Information Set (HEDIS) project with relationship to quality legislation.
- The student will examine the basic quality management principle of assessment by:
- identifying common ways of reporting measurement data to facilitate performance assessment.
- identifying common techniques for establishing performance expectations.
- performing both tabular and graphic reporting formats of a snapshot of time.
- calculating the variations in performance by using the statistical process control (SPC) technique.
- The student will assess the basic quality management principle of improvement by:
- identifying similarities and differences among improvement models.
- comparing the Lean model, the Six Sigma model, and the Lean Six Sigma model.
- identifying commonly used improvement tools.
- diagramming a cause and effect diagram.
- mapping a flowchart to illustrate a quality improvement project.
- designing a Gantt chart matrix to display a project’s activities.
- formatting a quality storyboard to visualize a series of events involved in a quality improvement project.
- The student will analyze the characteristics and responsibilities of efficient quality management teams in healthcare by:
- detailing the roles of improvement project participants.
- determining the purpose of a team charter.
- applying leadership skills to manage team meetings effectively.
- examining the stages of team development.
- identifying strategies for preventing improvement project failures.
- The student will analyze issues associated with patient healthcare safety by:
- comparing and contrasting quality management and patient safety.
- identifying measures of high reliability utilization management.
- utilizing root cause analysis to improve patient safety.
- determining the patient’s role in reducing adverse events.
- determining how clinical practice guidelines are used for utilization management purposes.
- The student will explain how to apply healthcare processes to reduce failures and achieve reliable quality by:
- differentiating the role of reliability science in the improvement of healthcare services.
- identifying strategies to increase the reliability of healthcare processes by improving the effectiveness of people and the systems in which they work.
- relating how to measure the effectiveness of improvement actions and sustain the gains.
- evaluating the steps taken to reduce cognitive overload on people.
- comparing and contrasting the role of physicians and non-physicians in managing the use of healthcare resources.
- The student will evaluate the management of quality in population health care improvement initiatives by:
- categorizing population health care measurements.
- comparing how reimbursement strategies influence provider involvement in population health care.
- identifying how quality measurement, assessment, and improvement activities are used to manage population health.
- identifying at-risk target populations and selecting the best strategies for achieving goals.
- The student will analyze organizational dynamics that affect the achievement of quality goals by:
- identifying individuals or groups responsible for quality in healthcare organizations.
- determining the typical participants in healthcare quality management activities.
- identifying the purpose and necessary content of a quality management plan.
- determining aspects of organizational culture that influence the effectiveness of quality improvement.
- comparing strategies for overcoming environmental characteristics inhospitable to quality improvement.
Criteria Performance Standard
Upon successful completion of the course the student will, with a minimum 78% accuracy, demonstrate mastery of each of the above stated objectives through classroom measures developed by individual instructors.
