Course Description

This course addresses information systems theory, electronic health record concepts and associated infrastructure and applications, as well as strategic planning and implementation of health record information systems. Additional issues covered include regulatory concepts, privacy and security requirements, best practices, and future trends.

Learning Outcomes and Objectives

  1. The student will demonstrate a comprehensive understanding of the technological infrastructure, standards, and privacy and security protocols associated with electronic health record (EHR) systems by:
    1. developing a request for information (RFI) that identifies the technological standards and functionality required of an EHR system to be utilized in a health care organization.
    2. writing health/medical record privacy and security protocols for a health care organization.
    3. designing employee training to address health information privacy and security that complies with the federal Health Information Portability and Accountability Act (HIPAA) requirements.
  2. The student will explore best practices and perform a needs assessment to determine the architecture and system specifications needed for selection of EHR systems for specific healthcare environments by:
    1. researching and reporting on best practices associated with selection and implementation of EHR systems.
    2. demonstrating an understanding of the steps involved in conducting a needs assessment to determine the system specifications and functionality required for evaluating an EHR system for specific healthcare environments.
  3. The student will evaluate, select, and implement information technologies to manage health data and systems in various healthcare settings by:
    1. comparing vendors and products (hardware and software) by creating a decision matrix to compare features and functionality of various EHR systems.
    2. justifying the purchase of EHR systems.
    3. developing a training and implementation plan to deploy an EHR system.
  4. The student will explore technological and behavioral barriers and potential solutions associated with EHR implementation initiatives by
    1. identifying technological limitations that have the potential to impact the successful implementation of a new EHR system or a system upgrade.
    2. addressing behavioral barriers, such as resistance to change, that may impede adoption of new technologies and procedures.
    3. developing and utilizing manual back-up procedures in the event of system down-time and outages.
  5. The student will evaluate the influence and scope of electronic health record system practices on a global and international scale by:
    1. exploring EHR systems utilized in other countries, such as Canada, Australia, the United Kingdom, etc.
    2. researching and reporting trends in portability and electronic access of individual patient information in a global society.

Criteria Performance Standard

Upon successful completion of the course the student will, with a minimum of 78% accuracy, demonstrate mastery of each of the above stated objectives through classroom measures developed by individual course instructors.
