Course Description
This course will provide the student with an understanding of the principles of modern management theory to the operations and functions that comprise the leadership of progressive custodial and non-custodial correctional practice. Relevant aspects of human resource management will also be considered and applied to the corrections industry.
Learning Outcomes and Objectives
- The student will evaluate the foundations and policy making process of justice administration by:
- distinguishing between criminal justice process, network, and non-system.
- describing system fragmentation and the effect on crime.
- describing the concepts of administrator, manager, and supervisor.
- analyzing the goals of the American criminal justice system as the goals relate to policy and practices.
- describing the foundations of justice and administration from a legal and historical basis.
- The student will explain organizational theory and approaches to management within the justice system by:
- identifying the elements of an organization including hierarchy of authority, expertise, and organizational inputs and outputs.
- describing the principles of organizational structure including the principles of specialization, responsibility, and control.
- distinguishing between the different historical approaches to management practices.
- describing the different aspects of communication and the role in the criminal justice system including the barriers to effective communication.
- examining the primary leadership theories and the different managerial theories.
- discussing the primary leadership skills needed within the criminal justice system including technical skills, human skills, and conceptual skills.
- The student will compare prisons, jails, and community corrections as organizations including an overview of institutional issues resulting in policy and practice by:
- describing the general features of the correctional organization including mission, inmates, employment, and expenditures.
- discussing prison organization, practices, and the different responsibilities of the personnel.
- discussing the various factors affecting prison and jail populations including rehabilitation policies and legal issues.
- identifying the research findings concerning correctional institution issues and trends which may have an impact on policy and practices.
- discussing the new generation jail and the impact on administration.
- The student will explain administrative challenges and practices affecting the justice system and the role of corrections within the system by:
- describing the ethical issues related to policy setting and decision-making in a corrections system.
- describing the laws and rights affecting criminal justice employees.
- discussing the effective action plans.
- analyzing the special challenges of discipline, labor relations, and liability in relation to policy and practices.
- discussing the budget cycle’s four steps and the procedures required in a correctional setting.
- describing the role of technology in the criminal justice field and the policy and decision-making issues associated with the choices.
- discussing the major aspects of future research and the resulting trends shaping corrections.
Criteria Performance Standard
Upon successful completion of the course, the student will, with a minimum of 70% accuracy, demonstrate mastery of each of the above stated objectives through classroom measures developed by individual course instructors.
