Course Description
This is an executive level course introducing the student to the concepts and process of fire and risk reduction within a community. The course will prepare the student to study the community, assess community risks, develop supporting networks, develop strategies for intervention, action plans, and perform risk reduction program evaluation.
Learning Outcomes and Objectives
- The student will demonstrate an understanding of a community analysis by:
- describing the sociological view of community.
- describing the functions of a community.
- identifying four changes that occur in community function and structure during disaster and recovery.
- applying sociological concepts to the community and describing the placement of the fire service.
- The student will demonstrate an understanding of the assessment of community risk by:
- explaining the role of community survey in assessing community needs.
- discussing the use of databases, including the National Fire Incident Reporting System (NFIRS).
- explaining reasons for a community to assess its needs systematically prior to implementing a risk reduction program.
- describing hazard mapping as a risk assessment tool.
- conducting a risk assessment within the community.
- The student will demonstrate an understanding of the importance of a support network by:
- listing programs used to promote interaction between the community and the fire service organization.
- analyzing organizational attitudes towards risk reduction.
- researching examples of ways to influence special interest groups.
- discussing ways to identify stakeholders in the risk reduction program.
- The student will demonstrate an understanding of strategies for intervention of identified risks by:
- discussing acceptable solutions with alternatives using recognized intervention models.
- describing a cost-benefits analysis of various alternatives.
- analyzing goals and objectives for the strategies developed.
- The student will demonstrate an understanding of the process of risk reduction action planning by:
- describing the action planning process.
- developing an action plan based on the goals and objectives of the strategies for intervention.
- researching funding sources.
- preparing and evaluating a budget.
- discussing the support network.
- The student will demonstrate an understanding of risk reduction program evaluation by:
- describing the process for risk reduction program evaluation.
- evaluating a risk reduction program.
- describing the steps to modify a risk reduction program.
- discussing the cause and effect relationship of the risk reduction program.
Criteria Performance Standard
Upon successful completion of the course, the student will, with a minimum of 70% accuracy, demonstrate mastery of each of the above stated objectives through classroom measures developed by individual course instructors.
