Course Description
This course is intended to provide an overview of environmental regulations and compliance issues related to current environmental law. Topics covered include the history and foundation of environmental regulations, current and possible future regulations and the manner in which compliance is achieved at local, state and federal levels. An in-depth examination of the applicable regulations and administrative compliance with administrative structure will be pursued to achieve the requisite knowledge of environmental issues.
Learning Outcomes and Objectives
- The student will demonstrate an understanding of the historical foundations and development of environmental regulations by:
- identifying the primary federal statutes giving rise to the environmental regulations.
- interpreting the structure and management of environmental regulations.
- demonstrate knowledge of federal and state regulatory systems with application through comparisons and contrasts of current statues.
- recognizing a real world environmental transformative process.
- examining current legislation that may lead to future environmental regulations.
- recognizing the relevance of third party activities in regulation development.
- relating the role of citizens groups to the development of environmental law and regulations.
- The student will demonstrate an understanding of the costs and associated benefits of environmental regulations by:
- examining environmental impact assessments and impact statements, as well as development of regional impact statements.
- analyzing the impacts of environmental regulations on the optimum levels of pollution control and resource use in relation to limitations of ecologically sound management levels.
- recognizing the use of environmental regulations to encourage innovation and initiative.
- evaluating regulations in conjunction with economic policy for making an economy more environmentally sustainable.
- identifying emerging green economic opportunities.
- The student will demonstrate a working knowledge of the structure of environmental regulations and their utilization to real world applications by:
- identifying the comparisons and contrasts between Code of Federal Regulations, Florida Administrative Code, and, local ordinances.
- analyzing the regulatory roles of the U.S. Environmental Protection Agency, State Departments of Environmental Regulation, as well as county/city environmental departments and third party organizations.
- identifying and defining various types of regulatory standards as well as testing methodologies and various discharges for air, water, soil and biota testing analyzing facility environmental regulatory compliance plans.
- The student will develop an understanding of compliance management by:
- analyzing the environmental permitting process and relating this to regulatory requirements.
- detecting and assessing civil, cleanup and criminal enforcement compliance.
- examining government policies and guidance for air, water, solid/hazardous waster, toxic substances, and pesticides as well as emergency planning and community right-to-know enforcement.
- translating and applying government policies and guidance for auditing and self-auditing, civil penalty policies, enforcement response policies and supplemental environmental projects.
Criteria Performance Standard
Upon successful completion of the course the student will, with a minimum of 70% accuracy, demonstrate mastery of each of the above stated objectives through classroom measures developed by individual course instructors.
