Course Description
This course introduces participants to various aspects of planning for potential terrorist activity. The student will be introduced to basic principles of emergency management, communications, security threats, and the effects these operations may have on personnel. The student will learn techniques for evaluating various operations for vulnerabilities to terrorist attacks. Students will gain knowledge of the roles and responsibilities of local agencies, federal agencies, and private seaport and maritime businesses during terrorism planning and response.
Learning Outcomes and Objectives
- The student will illustrate training resources available for responding to an act of terrorism by:
- identifying the courses offered by the federal government and other entities for terrorism response training.
- describing methodology for obtaining technical assistance for terrorism training.
- identifying the considerations officials use when designing terrorist mitigation exercises.
- examining procedures to be followed when evaluating terrorism mitigation exercises.
- The student will differentiate the roles and responsibilities of local agencies, federal agencies and private businesses in response to a terrorist incident by:
- explaining the basic steps in a terrorism investigation process.
- analyzing the responsibilities of the local emergency responders when responding to a terrorist incident.
- examining the responsibilities of federal agencies when responding to a terrorist incident.
- analyzing the responsibilities of maritime businesses when responding to a terrorist incident.
- The student will illustrate the role of local emergency responders, federal agencies and private businesses in terrorist response planning by:
- explaining the integrated emergency management system.
- analyzing the incident command system.
- comparing and contrasting the terrorism planning process with the disaster planning process.
Criteria Performance Standard
Upon successful completion of the course, the student will, with a minimum of 70% accuracy, demonstrate mastery of each of the above stated objectives through classroom measures developed by individual course instructors.
